Government Contract Manager (similar in level to Senior Finance Manager) 2024

Job Summary

Our team in Washington, DC is seeking a Government Contract & Pricing Manager to be involved in all facets of government contracts. You will report directly to the Executive Vice President, Finance – South Region. This is a hybrid role with the expectation that you will work from the Washington D.C. office at least three times a week.

Responsibilities

  • Provides guidance to internal teams on relating to contract and task order regulations and requirements.
  • Maintain and update internal policies and procedures to ensure compliance with all government requirements
  • Assist in the evaluation of RFPs and Task Orders and existing contrac modifications/amendments for business and financial requirements
  • Monitors primary Weber Shandwick project (contract) progress and partner/subcontractor performance to flag substantive or administrative problems and work w/ teams to outline corrective action with respect to modifications in program/project content, direction, funding, staff levels, etc.
  • Focal point for all communication with law, finance and business team disciplines for resolution of contract issues and disputes
  • Manages contract change control process (internally) and helps prepare package for client submission and review
  • Lead contract renewal process for various contracting vehicles including GSA, BPA and IDIQ
  • With appropriate IPG legal coordination, analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure. Inter-Agency Partnerships, Subcontracts & Vendors*
  • Support contract and subcontract negotiations
  • Work with Project Managers in creating purchase orders, subcontractor and vendor selection, travel compliance and compliance w/ prime contract/task orders
  • Oversees competitive bid process for outside partners and/or prepares justification memoranda for funding and implementation of inter-agency agreements or subcontracts
  • Tracks implementation and evaluation of inter-agency agreements or subcontracts to ensure acceptable quality and conformance to agreed requirements
  • Maintain adequate back up documentation and files for competitive and sole source arrangements Financial and Business
  • Maintain adequate systems for compliance with government cost accounting standards
  • Prepare and submit annual incurred cost proposal and provisional rates using SAP and Excel
  • Submit filings with appropriate government agencies including small business, and GSA Industrial Funding Fee (IFF)
  • Monitor the actual indirect rates during the year

 

 

Qualifications

Basic Qualifications:

  • Bachelors’ degree and 6+ years’ experience with government contracts & pricing
  • Extensive working knowledge in GAAP, FAR, FTR and government cost accounting standards

Additional Qualifications: 

  • Ability to work with all levels of people across functional organizations within the company and the Government
  • Knowledge of advanced functions in Excel
  • Excellent written, verbal and interpersonal communication skills
  • Detail oriented and able to work independently
  • Prior working experience with CMS, CDC, and GSA; and Experience performing full accounting cycle is a plus

Washington DC Salary range: $100,000 – $110,000

Where an employee or prospective employee is paid within this range will depend on, among other factors, actual ranges for current/former employees in the subject position; market considerations; budgetary considerations; tenure and standing with the company (applicable to current employees); as well as the employee’s/applicant’s background, pertinent experience, and qualifications.

Client Finance business partners provide valuable guidance and support to the Client Service team. This position will report into the Vice President, Client Finance, collaborate with business leaders on a daily basis, and will be contributing to overall financial modeling and analysis during planning, business reviews, and providing business insights into key initiatives.

Job Responsibilities

  • Maintain revenue tracker and drive the monthly revenue review process for % complete in partnership with account & project management team. Provide counsel and accountability related to change order management

  • Provide financial insights for recurring business reviews with key stakeholders
  • Partner with project management and account team to consolidate portfolio level staffing and provide guidance around staffing needs/FTE%
  • Ensure that WIP is cleared in a timely and orderly manner, client documentation/PO’s are secured, and oversee for duration of the project lifecycle. Includes preparation of ETC documentation and proper revenue recognition
  • Build for scale and work to automate processes and reporting
  • Provide visibility into key performance and operational efficiency metrics
  • Build strong relationships with Shared Services to drive efficiency and effectiveness in client finance processes
  • Help support client audits and ad-hoc requests as needed
  • Ensure timeliness and validate accuracy and quality of work output generated by analysts, notably that trackers are maintained and billing is in accordance to SOW schedule or no later than a month in arrears

Qualifications

  • 10+ years’ of finance experience or a related analytical field, or an equivalent combination of education and experience
  • Bachelor degree in accounting, finance, math or engineering
  • Able to interface vertically across all levels of the account team as needed
  • High attention to detail including proficiency with reporting tools to ensure timely and accurate reporting and analysis
  • Ability to effectively mentor and manage a team of analysts
  • Able to synthesize complex analysis and findings into a concise and easily understood manner
  • Versed in financial accounting & P&L management
  • Intermediate to advanced excel skills
  • Independent and entrepreneurial showing the ability to work with minimal direction
  • Strong time management skills with ability to prioritize business demands

Junior Financial Analyst

Weber Shandwick Detroit office is currently searching for a Junior Financial Analyst.  This position provides general accounting support to the finance and account managers and is responsible for a variety of duties including corporate reporting requirements, client budget tracking and WIP management.

NOTE: This person does not have to be based in Detroit, MI.

Responsibilities:

  • Work closely with account managers and project managers on WIP & budgeting monthly
  • Analyze project spending and proactively raise questions/issues to account team on budget, expense, fees and staffing 
  • Assist in preparing top down financial reports for management

  • Assist in collections as needed to maximize cash flow according to our Working Capital policy
  • Audit staff expense reports to align with client travel policy for all offices working on client
  • Assist with client travel portal staff set up
  • Qualifications
  • Microsoft Excel skills (VLOOKUP/Pivot Tables) needed for analysis
  • 0 – 2 years of experience
  • Excellent verbal and written communication skills; able to professionally and effectively communicate with business partners and clients
  • Bachelor’s Degree Required (Finance or Accounting preferred)
  • Excellent computer skills, particularly Microsoft Office Suite
  • Strong mathematical skills
  • Well organized with strong time management skills and attention to detail, ability to balance and prioritize multiple projects in a fast-paced environment, and a proactive disposition
